Working as part of the owner's team on their side of the table, we outsource and supplement, development and construction management project tasks for owners who lack full-time experienced staff or time to manage the project themselves.
In our role as the owner's representative, we primarily oversee tasks that involve coordinating and directing the work of other expert project partners. Our work supports and guides team members to ensure they meet project goals and fulfill their agreed-upon duties.
Pre-Construction: Strategic Planning, Design Coordination, and Risk Management
- Project scope development.
- Are you purchasing a existing building and need due diligence, LOI, and PSA process.
- Work with land use planning attorney and other experts for Zoning issues e.g. Zoning approved by right or CUP approval process, is a public hearing required and approval by local city or county administrators. How does that process work for the jurisdiction you are developing and building in? This can get time consuming, costly, and complicated if your zoning for intended use needs approval and changed by city/county.
- Strategic planning support.
- Certificate of Need assistance working with that expert team, usually a CON attorney expert to the area leading the team.
- Site selection assistance, early walk through of properties with staff and relators etc.
- Lease review for construction requirements.
- Assistance with selection of design team and subject matter experts needed for a specific project, Architect / Engineer selection and proposal, contract reviews.
- Preliminary feasibility analysis and budgets. Budgets at different stages with different degrees of confidence based on information available.
- Risk evaluation. At different points in the project, what appears to be at risk for affecting cost and schedule.
- Project controls development; meetings, change order management, etc.
- Project design and planning coordination. We advise our team being involved in weekly/bi weekly design progress meetings with the owner to support and advise as questions are asked. Controlling budget and schedule starts in the design phase.
- Analysis of alternative project delivery systems, team with a GC early or bid the project after completed drawings.
- Architect / Engineer team management throughout the design and construction phases we coordinate with the full team to support a successful project
- Value engineering with contractors. How can we save money and or time by alternate materials, equipment, or design ideas that hold to overall vision of the owner.
- Constructability reviews support with Architect and Contractor etc.
- Project schedule development, typically first the Architect develops a overall design and agency approval schedule, then the GC develops a detailed construction schedule
- Assistance in obtaining site plan approval, if it is a expansion or new ground-up construction many times a civil engineer needs engaged early even before the Architect sometimes to determine early city/county/state requirement for land use. E.g. does the county require a special plan approval. If you are in areas with septic systems and wells those require more stringent state approvals.
- General and supplementary conditions preparation part of construction doc creation by Architect.
- Preparation of bid package depending on delivery process and if need outside vendors along with Architect and Contractor.
- Pre-qualification, vetting, reference checks of new vendors.
- Bid analysis & recommendations to owner from team members and various required experts and vendors for a project.
- Assistance with permitting and local governmental agencies; e.g. fire marshal possible state/local/or health dept agency, local building codes, local health department, can vary widely depending on jurisdiction and location.
- Assisting with confirmation of insurance requirements for Architects, Contractors, other vendors.
Construction Phase: Execution, Monitoring, and Closeout
- Coordination of project team members, attendance at Owner/Architect/Contractor meetings.
- Misc. scope specific vendor, expert, and contractor meetings.
- Monitor adherence to the construction schedule and advise owner, push the contractors and designers, answer questions and decisions to expedite schedule, creative solutions to issues as they arise. This aspect is large amount of work in the management of a project. From day one issues start occurring fighting against the schedule and budget, so vigilance and a sense of urgency is part of the start of every project.
- Monitor quality of construction, job site inspections with Architect and confirmation the Architect is monitoring the project, and monitoring and reviewing the GC quality control processes in place.
- Monitor adherence to the contract documents by team.
- Monitor project jobsite safety compliance and the GC responsibilities.
- Monitor RFI process.
- FF&E coordination as required for specific project needs. Do we need a FF&E consultant, does the Owner have in-house expertise, etc.
- Administer payment requisitions, review pay apps for contractors, architects, others.
- Review change order proposals and processes.
- Financial Total Project Cost reporting. Work with the owner for project cost tracking.
- Construction Closeout Phase.
- Assist with punch list development.
- Ensure all warranties are submitted properly .
- Ensure O&M manuals are submitted properly.
- Training coordination and confirm GC vendors and subs train staff as required and need.
- Project closeout support.
- Assist in procuring the certificate of occupancy, depending on the jurisdiction this has a number of sub tasks and inspections to complete, and can be complicated.
- Assist with agency accreditation tasks and inspections.
- Assist with specific state licensing tasks and inspections.
